NO SPITTING LAW ENFORCED – Spitting is quite frankly a disgusting and highly anti-social practice and for years local government bodies have asked central government for the power to make it illegal and impose heavy fines on those who engage in the vile practice.
Yesterday two young men, Khasheem Kiah Thomas- 18, of Hackney, east London, and Zilvinus Vitkas, of Ilford, Essex, were given a fine of £160 each by Waltham Forest Council after they were caught spitting in the street.
The two youths involved were initially given a fine of £160 each; which is the amount levied by the council for the offense. However the youths refused to pay and therefore the council took him to court.
The court found the youths guilty of the offence and imposed an order to pay the £160 fine plus court costs of £120 and a surcharge of £20; bringing the total to £300 each.
The court case was actually a test, for there are no actual laws against spitting however Waltham Forest Council prosecuted the youths under existing ‘littering’ laws. The court’s decision to uphold the council’s decision now paves the way for other councils to use the same law in order to clamp down on the foul habit of people spitting in our streets.
This landmark case means that Waltham Forest Council in North East London has become the first council to successfully apply a new law that makes spitting an offense which is punishable by a hefty fine.
A Waltham Council spokesman told reporters that the council intends to eradicate this foul practice and will continue to impose the fine to anyone being caught and that those who refuse to pay will be taken court.
Spitting, by anyone’s standard is a disgusting practice and extremely anti-social and should not be allowed on our streets. Whilst many of us feel that councils will do almost anything to extract money from us I doubt anyone will disagree with this practice.
